I think this would be great if you have really dry skin/problem areas (eg neglected elbows or feet). On regular skin I find that it leaves a kind of barrier, which although not very tacky or uncomfortable, personally I prefer to use a moisturiser that absorbs well and lets my skin breathe. Having said that, it doesn't irritate sensitive skin.
To apply the moisturiser, as instructed, rub over damp skin (or even dampen the bar with a little water if the weather is very dry).
